To: JOHN MICHAEL LOROESH and All parties having or claiming to have any right, title or interest in the property herein described.
YOU ARE NOTIFIED that on January 25, 2024, DENNIS M. LEMMA, in his official capacity as THE SEMINOLE COUNTY SHERIFF, for Seminole County, Florida, filed the above styled forfeiture action against the above-described property in the Circuit Court of the 18th Judicial Circuit of Florida, in and for Seminole County, which was seized on December 11, 2023, near 23 Seminola Boulevard, Sanford, Seminole County, Florida. An Order finding probable cause was issued by the Court on January 5, 2024. A copy of the aforementioned Complaint and Order are on file in the Office of the Clerk of the Courts for Seminole County, Florida, and are available for examination during regular business hours.
YOU ARE REQUIRED to serve a copy of your written defenses, if any; to the Complaint and Order, finding Probable Cause upon the Office of Chief Counsel for the Seminole County Sheriff’s Office whose address is 100 Eslinger Way, Sanford, Florida 32773 and file the Original with the Clerk of the Court, Seminole County, Florida. Failure to file and serve such pleadings may result in the entry of a Default pursuant to Florida Rule of Civil Procedure 1.500, and a Final Order of Forfeiture.
This notice shall be published once a week for two (2) weeks in the Sanford Herald.

REQUEST FOR QUALIFICATIONS
The District Board of Trustees (“Board”) of Seminole State College of Florida (“College”) located at 100 Weldon Boulevard, Sanford, Florida 32773, in accordance with Florida Statute 287.055 is accepting sealed qualifications (“Statement of Qualifications”) in response to this Request for Qualifications (“RFQ”) for Progressive Design-Build Services for a new Workforce Building on the Altamonte Springs Campus from interested firms.
The College will award a contract for Progressive Design-Build services. The services are further described on the Scope of Work page of the RFQ. The size, scope and complexity of the project under this contract will be based upon specific requirements as determined by the College.
There will be a one-time, mandatory, pre-submittal meeting and walk-through with prospective individuals and/or Firms (collectively the “Firms”) representing their own businesses held on Monday February 19, 2024 at 10:00 a.m. EST. The meeting will be held in Building A, Room 425 on the Altamonte Springs Campus, 850 South SR 434, Altamonte Springs, Florida 32714.Those Firms present must be representing their own business.
Requests for Qualifications (RFQ’s) are available through the College's solicitation portal BidNet at:

Questions regarding responses to this Request for Qualifications should be sent using the BidNet portal no later than Thursday, February 22, 2024 at 5:00 PM EST.
For a Firm’s response to be considered, it must be electronically submitted no later than 10:00 AM EST, March 7, 2024 to the College’s BidNet site.
After the closing time, Statements of Qualifications will be opened for the sole purpose of recording the names of the Firms submitting their written Statement of Qualifications and to deliver all timely received Statements of Qualifications to the selection committee.
On Wednesday, March 27, 2024 at 9:00 AM EDT a public meeting will be held to review and rank the Firms, and announce a minimum of three (3) Firms as finalists (shortlist). This meeting will take place in in Building A, Room 214 on the Altamonte Springs Campus, 850 South SR 434, Altamonte Springs, Florida 32714
On Wednesday, April 10, 2024 at a time to be determined interviews will be held with shortlisted Firms in Building A, Room 214 on the Altamonte Springs Campus, 850 South SR 434, Altamonte Springs, Florida 32714. The College will determine which shortlisted Firm will be presented to the Board of Trustees at their regularly scheduled meeting on Monday, May 20, 2024 beginning at 2:00 p.m.
Any Firm requiring special accommodations due to a disability or physical impairment at any of the public meetings regarding this RFQ should contact Armina Santana, Director of Purchasing, (407) 708-2174 at least three (3) working days prior to any meeting.
If a Firm chooses to appeal any decision with respect to any matter considered at the above cited meetings, it will need a record of the proceedings and meeting recordings, which record includes the testimony and evidence upon which the appeal is to be based.

Any Statement of Qualifications received after the specified time and date shall not be considered; additionally, any Statement of Qualifications submitted orally, telephonically, e-mailed, faxed, or modified shall not be accepted. All Statements of Qualifications must be submitted via the College’s BidNet system.
Selection Committee members, Board of Trustees and College personnel (except the Director of Purchasing) are not to be contacted prior to the public meeting at which the Board of Trustees will decide to approve or reject the final recommendation presented to it by the President of the College. At the discretion of the College failure to comply with this requirement will be grounds for disqualification.
Specifically, this NO-CONTACT PERIOD shall commence on the date of the advertisement of the RFQ and continue through and include the date the Board of Trustees makes its determination to approve or reject the final recommendations.
The District Board of Trustees of Seminole State College of Florida reserves the right to waive minor, nonmaterial irregularities in any or all Statements of Qualifications and accept or reject, in part or in full, any or all Statements of Qualifications.
Pursuant to Section 1010.04, Florida Statutes, Florida College System institutions may not request documentation of or consider a vendor’s social, political, or ideological interests nor give preference to a vendor based on the vendor’s social, political, or ideological interests.

NOTICE OF INTENT TO ISSUE
THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP OR DEPARTMENT) GIVES NOTICE OF ITS INTENT TO ISSUE A PERMIT UNDER SECTION 403.722, FLORIDA STATUTES (F.S.), AND CHAPTERS 62-4 AND 62-730 OF THE FLORIDA ADMINISTRATIVE CODE (F.A.C.) TO Safety Kleen Systems, Inc. This permit relates to the facility located at 600 Central Park Drive, Sanford, Seminole County, Florida, having assigned facility ID number FL 984 171 165, and is issued as part of DEP's hazardous waste management program, authorized pursuant to the Resource Conservation and Recovery Act and the Hazardous and Solid Waste Amendments (RCRA/HSWA).
The draft Permit contains the conditions for Permit 22198-009-HO. An Operating Permit is intended to be issued to allow Safety Kleen Systems, Inc., to operate a hazardous waste storage, transfer, and transporter facility at Safety Kleen located in Sanford, Florida.

The Department will issue the Permit unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until the subsequent order of the Department. Because the administrative hearing process is designed to formulate final agency action, the subsequent order may modify or take a different position than this action.
A person whose substantial interests are affected by the Department's action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C., a petition for an administrative hearing must contain the following information: (a) The name, address, and telephone number of each petitioner, the applicant's name and address, the Department Permit File Number and the county in which the project is proposed; (b) A statement of how and when each petitioner received notice of the Department's action or proposed action; (c) A statement of how each petitioner's substantial interests are affected by the Department's action or proposed action; (d) A statement of all material facts disputed by petitioner, if there are none, the petition must so indicate; (e) A statement of facts which petitioner contends warrant reversal or modification of the Department's action or proposed action; (f) A statement of which rules or statutes the petitioner contends require reversal or modification of the Department's action or proposed action; and (g) A statement of the relief sought by petitioner, stating precisely the action petitioner wants the Department to take with respect to the Department's action or proposed action.
The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency Clerk@dep.state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.
In accordance with Rule 62-110.106(3), F.A.C., petitions for an administrative hearing by the applicant must be filed within 45 days of receipt of this written notice. Petitions filed by any other persons must be filed within 45 days of publication of this notice or receipt of the written notice, whichever occurs first. The failure to file a petition within the appropriate time period shall constitute a waiver of that person's right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.
Any person may submit comments or request a public meeting regarding the proposed permitting decision pursuant to Section 403.722(10), F.S. A request for a public meeting is not equivalent to a request for a formal or informal administrative hearing. Public meetings are not evidentiary in nature, and information submitted at a public meeting is for non-binding consideration only. A public meeting is not subject to court or appellate review. Any comment or request for a public meeting must be filed (received) in the Office of General Counsel, Agency Clerk, within 45 days of publication of this notice, unless such period is extended by the Department. Failure to file a request for a public meeting within this time period shall constitute a waiver of any right such a person may have to request a meeting under Section 403.722(10), F.S.
Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Department's action may also request an extension of time to submit comments, request a public meeting, or file a petition for an administrative hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at
Agency_Clerk@dep.state.fl.us, before the expiration of the deadline proposed to be extended. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon. Mediation is not available in this proceeding.
