NOTICE OF INTENT TO USE UNIFORM AD VALOREM METHOD OF COLLECTING NON-AD VALOREM
ASSESSMENTS
The Florida Resiliency and Energy District (the "District" or "FRED") hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform ad valorem method of collecting non-ad valorem special assessments to be levied by the District over a number of years to fund the cost of qualifying renewable energy, energy efficiency and conservation and wind resistance improvements (collectively, "Qualifying Improvements") for those property owners who wish to undertake such improvements within the unincorporated areas of Columbia County, Florida, St. Lucie County, Florida and Walton County, Florida and any participating incorporated municipality, town or village within the above designated counties; as authorized by Sections 163.08 and 197.3632, Florida Statutes, which will allow such assessments to be collected annually, commencing in November 2024, in the same manner as provided for ad valorem taxes.
The non-ad valorem special assessments to be levied by the District are voluntary and only imposed with the written consent of a property owner wishing to finance Qualifying Improvements. The governing board of the District will consider the adoption of a resolution electing to use the uniform method of collecting such assessments authorized by Sections 163.08 and 197.3632, Florida Statutes, at a public hearing to be held on October 12, 2023 at 1:00 p.m., or as soon thereafter as the matter may be heard, at Florida Development Finance Corporation, 156 Tuskawilla Road, Suite 2340, Winter Springs FL 32708.

NOTICE IS HEREBY GIVEN by the Mayor and City Commission of the City of Lake Mary, Florida, that said Commission will be holding a Public Hearing to review a proposed Small Scale Future Land Use Map Amendment for ten City owned properties with existing drainage, sewer, and parking improvements from LDR, Low Density Residential, to PUB, Public/Semi-Public (see location map below). NOTICE OF PUBLIC HEARING
MULTIFAMILY HOUSING REVENUE BONDS (HERITAGE PARK)
For the purposes of Section 147(f) of the Internal Revenue Code of 1986, as amended (the "Code"), notice is hereby given that a public meeting and hearing will be held on behalf of the City of Sanford, Florida (the "City") at 6:00 p.m., or as soon thereafter as practicable, on October 12, 2023, at City Commission Chambers at City Hall, located at 300 North Park Avenue, 1st Floor, Sanford, Florida 32771. The purpose of the hearing is to consider authorization of the issuance by the Capital Trust Authority (the "CTA") of its Multifamily Housing Revenue Bonds (Heritage Park), Series 2023A and Taxable Revenue Bonds (Heritage Park), Series 2023B (collectively, the "Bonds") to provide funds to be loaned by the CTA to Sanford Waterfront Partners, LLC, a Florida limited liability company (the "Borrower"), and/or one or more related and/or affiliated entities for the purpose of financing or refinancing, including through reimbursement, the (i) acquisition, construction, installation, furnishing and equipping of (a) affordable multifamily rental housing facilities, a portion of which will be restricted for rent to persons or families with incomes at or below levels that constitute a qualified residential rental project pursuant to Section 142(d) of the Code, to be referred to as "Heritage Park Apartments" and located on three parcels constituting a tract of land (the "Property") which is approximately 5.62 acres in size, two of which parcels are between Sanford Avenue, Seminole Boulevard, Palmetto Avenue and First Street and one of which is between Seminole Boulevard, Palmetto Avenue, Commercial Street and Hood Avenue, at the following addresses: 221 North Palmetto Avenue, Sanford, Florida (Tax Parcel #25-19-30-0100-0000), 308 East First Street, Sanford, Florida (Tax Parcel #25-19-30-522-0200-0000) and Seminole Boulevard, Sanford, Florida (Tax Parcel #25-19-30-522-0300-0000), which affordable housing facilities will be developed subject to the provisions of the statutory development agreement enacted by City Ordinance Number 2017-4403 (the "DA"), as recorded at Official Records Book 8919, Pages 437 through 574 of the Public Records of Seminole County, Florida which DA provides for the following development:

located on the Property including related facilities, fixtures, furnishings and equipment (collectively, the "Facilities"); (ii) funding of a debt service reserve fund for the Bonds, if deemed necessary or desirable; (iii) funding of capitalized interest for the Bonds, if deemed necessary or desirable; (iv) funding of an operating reserve fund for the Bonds, if deemed necessary or desirable; and (v) payment of certain costs of issuing the Bonds (collectively, the "Project").
The plan of finance contemplates that the CTA will issue, with respect to such Project, not exceeding $75,000,000 in aggregate principal amount of the Bonds, in one or more installments or series, either tax-exempt, taxable or both, and loan the proceeds of such Bonds to the Borrower to provide funds for the Project. The Facilities will be owned by the Borrower, or one or more related or affiliated entities under the terms and conditions of the DA.
The Bonds, when issued, will be special, limited obligations of the CTA payable solely out of the revenues, income and receipts pledged to the payment thereof and derived from financing agreements with the Borrower, and the CTA will not be obligated to pay the principal of, premium, if any, or interest on the Bonds except from the payments of the Borrower. The Bonds will not constitute: (i) a debt, liability or obligation of the CTA, the City, the State of Florida (the "State"), or any political subdivision, public agency or municipality thereof, (ii) a pledge of the full faith and credit of the CTA, the City, the State, or any political subdivision, public agency or municipality thereof, or (iii) a pledge of the taxing power of the City, the State, or any political subdivision, public agency or municipality thereof within the meaning of any constitutional or statutory provision. The CTA has no taxing power. The City will neither issue, nor be obligated in any manner with respect to, the Bonds.
At the time and place fixed for said public hearing all who appear will be given an opportunity to express their views for or against the proposal to approve the issuance of said Bonds, the location and nature of the proposed Project and the plan of finance. Prior to said public hearing, written comments may be delivered to the Capital Trust Authority, attention Executive Director at 315 Fairpoint Drive, Gulf Breeze, Florida 32561.
ALL PERSONS ARE ADVISED, in accordance with the provisions of Section 286.0105, Florida Statutes, that, if they decide to appeal any decision made by the City with respect to any matter considered at this meeting, they will need a record of the proceedings, and for such purpose, they may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
